Position Details

Context: The Finance Department is accountable for four main functions, including accounting, loans administration, corporate administration and property services. The accounting section oversees the controllership and treasury functions, including all financial and management reporting; internal controls; budget preparation, revision, and monitoring; provision of submissions to Treasury Board; and cash flow management. The loans administration section is responsible for the collection of homeowner repair and down payment loans, as well as the monitoring of affordable housing rent levels. The corporate administration section oversees the management of legal documents, fleet, insurance and claims, office equipment and supplies acquisition and supplier source list updating. The property services section administers all property and land holdings.

Duties: This position is responsible for the administration and collection of the Corporation’s mortgage and unsecured loan portfolios. The incumbent ensures timely repayment of loans and compliance with Program guidelines, while supervising Collections Officers and overseeing loan activities. They also recommend actions on loan write-offs, renegotiations, and delinquent rental accounts, and approve requests to place loans with collection agency. The incumbent reviews refinancing and ownership transfers for the Affordable Housing and First-time Homebuyers portfolio. Additional responsibilities include managing the CMHC Direct Lending portfolio, ensuring timely mortgage renewals and payments, and completing mortgage confirmations for external audits. The incumbent reviews consumer proposals, bankruptcy claims, and ensures compliance with operating agreements for Affordable Housing projects. The role includes providing accounting support such as overseeing the preparation of select monthly and year-end account reconciliations, working papers, and financial statement notes. The position also involves recommending and revising policies related to account administration and property sales. The incumbent frequently provides briefing notes to Executive management on sensitive matters and supervises staff to ensure smooth operations within the department.

Criteria

Screening Criteria:

  • Completion of a degree or diploma in Accounting, Finance, Business Administration or a related field (Equivalencies may be considered)
  • Experience in loan or mortgage administration, collections and portfolio management
  • Experience supervising, mentoring, and/or training a team
  • Experience preparing financial reports
  • Experience working with affordable housing programs and policies (asset)

  • Knowledge of loan administration, collection practices, and related financial processes
  • Knowledge of corporate policies and procedures related to loan management
  • Proficiency in financial software and systems, and accounting software
  • Analytical skills
