Position Details

Context: The Central Regional Office maintains and supports all NL Housing rental properties in the Grand Falls and Gander areas, as well as delivering a variety of programs designed for low to moderate income households and homeowners. The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations; and monitoring, facilitating and administering property maintenance. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs.

Duties:

This position is responsible for providing both technical and administrative support for rental housing maintenance and repair activities, as well as various NL Housing programs, including the Provincial Home Repair Program (PHRP), the Home Modification Program (HMP), and the Rent Supplement Program. The incumbent assists the Maintenance Supervisor with the planning and design of necessary maintenance and modernization work, which includes inspecting vacancies and preparing scopes of work for each. The role involves reviewing tenant maintenance repair requests as needed, conducting inspections to determine the priority of work, communicating decisions to tenants, and preparing scopes of work and cost estimates for the Supervisor’s approval. The Maintenance Inspector also works closely with Housing Officers on tenant damage issues, refers complex or distressing tenant complaints to the Field Supervisor, and communicates with tenants about repair requests. In addition, this position inspects homes for eligible repair work under provincial housing assistance programs (PHRP, HMP), prepares detailed scopes of work and cost estimates, ensures homeowners adhere to program guidelines for approved repairs, and completes progress and final inspection reports. It also includes preparing payments for completed repairs.

Criteria

Screening Criteria:

  • Completion of a trades program (i.e. carpentry, plumbing) at an approved post-secondary institution
  • Related work experience

Assessment Criteria:

  • Knowledge of residential maintenance and repair (including the National building code)
  • Knowledge of material, time and cost estimating and purchasing
  • Knowledge of computer software such a work order and inventory management systems
  • Knowledge of electronic document movement
  • Knowledge of inventory and stock keeping (asset)
  • Interpersonal skills
  • Analytical skills
  • Ability to effectively exchange information
  • Ability to manage time and tasks while working independently
