Nova Scotia Liquor Corporation (NSLC)

Reporting to the Manager, Permits & Compliance, the Permits & Regulatory Affairs Analyst is responsible for the control, processing and monitoring of all permits issued by the NSLC under the Liquor Control Act (LCA). This includes processing all NSLC permit applications, in accordance with the provisions of the Liquor Control Act, Regulations, and Corporate Policy and Procedures. The position also creates policies and procedures documents, provides advice on regulatory matters, and works closely with manufacturers, producers, registered representatives and contacts at Alcohol, Gaming Fuel & Tobacco (AGFT). Additionally, the Permits & Regulatory Affairs Analyst will provide support to the Manager, Permits & Compliance.

Responsibilities

  • Manage the NSLC’s permitting process for manufacturers, private retailers, commercial users,
  • institutions and health professions.
  • Work closely with local industry to help them understand the policy and regulatory framework, as well as NSLC procedures for manufacturers and retail stores.
  • Coordinate and distribute information, including related regulations to interested parties regarding permits. Provide further explanation regarding policies and standard requirements.
  • Determine applicability of legislation, regulation, and corporate policy and procedures as it relates to permit applications under the authority of the NSLC.
  • Monitor policies, procedures and legislation affecting the operations of the NSLC and contribute to prepare or modify policies as required.
  • Review and process new applications for permits. Complete the necessary checks and inquiries to assess the application, including on-site inspections. Ensure applicant information is accurate and complete.
  • Perform on-site inspections to ensure permit compliance, safety, and security.
  • Issue, renew and suspend permits as appropriate under the supervision of the Manager, Permits & Compliance, and process permit payments.
  • Provide guidance and support to local producers through the permit application process.
  • Maintain a good working relationship with all producers and stakeholders.
  • Act as a resource for local industry on permit and regulatory related concerns and questions.
  • Work with AGFT to monitor new permits and the results of inspections performed on NSLC’s
  • behalf related to hospitality rooms, registered representatives, and large off-site events.
  • Work with Federal Intergovernmental Affairs to process all NATO permits.
  • Maintain effective communication with management, store employees, manufacturers, permit holders, government agencies and others during the performance of permit/security functions.
  • Support the Manager, Permits & Compliance on compliance related activities including compliance visits and follow-up.

Secondary Responsibilities:

  • Maintain an electronic or paper filing system for all permits.
  • Develop and compile reports regarding permits and regulatory affairs or related matters.
  • Demonstrate commitment to the NSLC’s social responsibility mandate and Values.
  • Demonstrate commitment to workplace health and safety.
  • Perform other related duties as assigned including travel within Nova Scotia.

Qualifications

  • Diploma or certificate in a relevant discipline, such as Business Administration or a focus in Public Policy or Public Relations
  • At least 3 years’ experience in general office and administrative work
  • Proficiency with technology as it relates to systems used to carry out job functions

As an ideal candidate you will have:

  • A degree in Business Administration, Public Policy or equivalent
  • Experience working in a regulatory environment
  • Experience in policy writing
  • Experience in beverage alcohol industry
  • Experience working in quality control and/or quality assurance
  • Experience working in a Crown Corporation or government department will be considered an asset

An alternate combination of education and experience may be considered equivalent.
