Halifax Regional Municipality is inviting applications for the temporary, up to 24-month term position of Security Operations Center Analyst, in the Corporate Security division of Property, Fleet & Environment.

Under the direction of the Supervisor, Security Operations Centre, the Security Operations Centre Analyst is a key member of the Corporate Security team. The SOC Analyst proactively monitors, triages, and resolves security alerts. The Analyst is also responsible for dispatching the mobile patrol unit to investigate alarms/suspicious incidents, communicating with, and assisting security guards and facilities supervisors posted to various HRM locations. The SOC Analyst provides extensive assistance to Halifax Transit in relation to sensitive employee investigations, as well as accidents, and works with HRM’s Legal and Risk department on insurance related claims. The SOC Analyst also works very closely with police services, leveraging HRM security systems to assist with police investigations, including assaults, homicides, vandalism, theft etc.

DUTIES AND RESPONSIBILITIES:

  • Working with management, supervisors, and the Corporate Security team to ensure security management is apprised of all significant and unusual events in real-time and documentation is maintained
  • Issuing corporate ID badges and assigning access. Auditing HRM’s access control system, in order to ensure records are accurate
  • Proactively monitoring, triaging, and resolving security alerts using HRM security systems; Dispatching the Mobile Security Patrol to investigate alarms and/or suspicious incidents.
  • Troubleshooting technical issues with security systems, submitting service requests, as required, and updating the HRM work order management system
  • Performing preventative maintenance checks on CCTV systems, including going to remote sites to verify offline systems are functioning properly
  • Reviewing security system data to assist Halifax Transit with sensitive investigations. This includes reviewing video from numerous CCTV cameras within Transit facilities, as well as on board buses and ferries, in order to conduct a fulsome investigation of each incident. As part of this requirement, the Analyst may be dispatched to the field, including onboard Transit ferries, to retrieve video
  • Leveraging HRM security systems to provide assistance to police services with investigations. This may include meeting with police officers, reviewing CCTV cameras at multiple HRM facilities, analyzing GPS data to determine whether any Transit assets were within the investigative area and then examining relevant footage for disclosure. As part of these investigations, the Analyst may be required to view sensitive and/or traumatic video
  • Meeting with prosecutors and providing court testimony, as required
  • Working with HRM’s Legal and Risk department on insurance claims related to HRM assets and/or claims filed against HRM
  • Managing requests submitted by clients within the Analyst’s assigned portfolio and fostering a good working relationship with the clients
  • Writing factually accurate incident reports and maintaining accurate files and records.
  • Identifying problems and/or emergency security issues to HRM Corporate Security and assisting Corporate Security staff with strike contingency planning
  • Communicating on a routine basis with security guards posted at various HRM locations and dispatching contracted security resources, as required, to resolve security incidents/issues
  • Communicating with Facilities supervisors, as required, to manage contractor access to HRM sites and address maintenance issue within facilities.
  • Assisting Manager, Corporate Security, with communications and dissemination of information during emergency situations
  • Handling corporate communications, calls-for-service, radio dispatch, phone and email correspondence; Communicating and assisting staff, Regional Police and/or HRM Corporate Security regarding security issues/incidents

QUALIFICATIONS

Education & Experience

  • Must possess two (2) years of professional security experience; Experience working in a security operations center environment will be considered an asset.
  • Successful completion of Grade 12, or equivalent, and a post-high school training program; post-secondary training in security or police sciences will be considered an asset.
  • Experience working with access control, CCTV and intrusion alarm systems; Specific experience working with Lenel, Guardall, Bosch and Avigilon systems will be considered an asset.
  • Three to five years of customer service and problem resolution experience.
  • Knowledge in the area of employee and asset security issues.
  • Successful completion of security systems training will be required.

Technical/Job Specific Knowledge and Abilities:

  • Strong troubleshooting, reasoning and problem-solving skills coupled with a solid understanding of security best practices
  • Strong organization and time management skills
  • Strong interpersonal skills and experience communicating effectively with clients, vendors and colleagues
  • Proficient computer skills, including Microsoft Office
  • Able to multitask and organize work effectively to meet daily, weekly and monthly goals.
  • Team player willing to share knowledge and learn from others
  • Ability to speak and write in fluent English
  • Ability to obtain a Government of Canada security clearance of Level 1 (Enhanced Reliability Clearance)

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Temporary full-time
HOURS OF WORK: Monday – Friday, 8:00 am – 4:00 pm, 35 hours/week. Additional hours may be required based on operational needs.
SALARY: Non-Union level 3, $51,360 – $66,470 annually
