Position Details

Context:

The Eastern Region maintains and supports approximately 3,500 NL Housing rental properties on the Avalon and Burin Peninsulas through offices in St. John’s (Avalon) and Marystown. The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations including eviction prevention, and monitoring, facilitating and administering property maintenance. A variety of programs designed to support low to moderate income households and homeowners are also delivered. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs. As of March 31, 2021, the corporation funds 1161 rent supplement units in the Eastern Region

Duties:

Reporting to the Manager, Rental Housing, the incumbent is responsible for the administration of approximately 1000 rental accounts in the Avalon area, with arrears being a primary focus. The incumbent completes lease renewals, lease changes (including addition/deletions of tenants), rental abatement calculations, and other account maintenance tasks, such as addressing requests for refunds and write-offs. In completing the duties of the position, the Housing Officer will work with other regional and corporate staff to implement eviction prevention strategies, communicate timelines around major upgrades, and address life safety issues, medical and accessibility requests. The incumbent will engage with other government departments around items such as rent payment, refunds and other related tenancy inquiries. The incumbent acts as a first point of contact for tenants, responding to telephone enquiries regarding account related concerns, as well as programs and eligibility. The Housing Officer educates tenants on the requirements of tenancy and budgeting, as well as identifies and refers clients who need additional supports. The incumbent arranges and attends Residential Tenancy Division teleconference hearings for various lease violation reasons Other related work, including representing NL Housing on various internal/external committees, reviewing and providing input on corporate policy, evaluating and recommending on applications, preparing of education incentive reimbursements, conducting inspections, and preparing briefing notes, may be required.

Criteria

  • Completion of a degree in a related social sciences or business field (equivalencies may be considered).
  • Experience in the delivery of human services or rental housing services
  • Experience managing client accounts
  • Experience determining eligibility for programs or services (asset)
