About Gwich’in Tribal Council
The Gwichin have traditionally used and occupied lands in the Northwest Territories and the Yukon from time immemorial. In July 1921, Chiefs and headmen representing the Loucheux (as the Gwichin were then called) of Arctic Red River (now Tsiigehtchic) and Fort McPherson (also known as Teetit Zheh) signed Treaty 11 with the Crown, creating a special Nation-to-Nation relationship with Canada.

Established in 1992, the Gwichin Tribal Council (GTC) is an Indigenous organization that represents over 3,500 Participants to the Gwichin Comprehensive Land Claim Agreement (GCLCA) who originate from the Northwest Territories communities of Aklavik, Inuvik, Teetit Zheh (Fort McPherson) and Tsiigehtchic. The Gwichin are a culturally and independent Nation that is focused on protecting and advancing its interests. Through quality work, collaborative approaches, and good governance, the GTC strives to increase economic opportunities, develop quality infrastructure, promote health and wellness, and preserve the culture and language of the Gwichin.

About the Opportunity
Gwich’in Tribal Council is looking for a full-time Health Services Manager based in Inuvik, NT.

Reporting to the Director of Health and Wellness, the Health Services Manager manages the delivery of health services to participants of the GCLCA in accordance with GTC mandates, priorities, and annual work plans. You will oversee activities and staff in multiple service areas, including Child and Family Advocacy, Jordans Principal Service Coordinator, Treatment & Aftercare Coordinator, and the On-the-Land Coordinator.

More specifically, the broad area of responsibilities include but are not limited to:

  • Provides management and expertise to ensure the delivery of quality health services
  • Supervises GTC staff and programs to ensure health services are equitable, efficient, accessible, and culturally safe
  • Advises the Director of Health and Wellness Services on health service delivery, quality assurance plans, outcomes, opportunities, and risks, including incidents affecting participant safety and departmental integrity
  • Oversees the implementation of projects and programs, including health promotion campaigns, behavior change and incentive programs, service delivery, and third-party-funded projects
  • Provides leadership and direction by maintaining project scope, matching goals and deliverables, defining tasks and resource requirements, developing work plans, building and coordinating teams, and monitoring and reporting on activities and results
  • Manages human resource functions such as leave management and annual performance appraisals for staff
  • Ensures clear communication among all health and wellness service staff and facilitates regular sharing of lessons learned through meetings, workshops, and reporting after duty travel

About You
To qualify, you will need a Bachelor’s degree in Health, Social Sciences, or related field, along with 3 years of related experience in the delivery and coordination of health or social service programs. A valid Class 5 driver’s license is required, with Class 4 being an asset.

Additionally, the following skills and background will be highly valued:

  • Knowledge of GTCs mandate, goals, objectives, and political/social environment
  • Understanding of the Gwichin Comprehensive Land Claim Agreement and appreciation of Gwichin culture, language, and lands
  • Experience in family/children and community health and wellness development
  • Awareness of colonial impacts on Indigenous health outcomes
  • Familiarity with the NWT health and social services system and its challenges and opportunities for Gwichin communities
  • Knowledge of wellness promotion, prevention programs, wise practices, and social determinants of health
  • Understanding of issues related to residential schools, addictions, and trauma
  • Project financial management and budget monitoring experience

You are an exceptional communicator with proven writing skills and are an effective public speaker. Your expertise in strategic planning, development, and evaluation is complemented by strong problem-solving skills and a deep sense of empathy and patience. Additionally, you are adaptable to change and capable of navigating the dynamic landscape of health and social services, ensuring that programs are equitable, efficient, and culturally safe.

As this is a highly sensitive position, verification of identity and a criminal records check are required. Preference will be given to candidates who are Gwichin Participants and have experience working in the non-profit sector or within an Indigenous government/organization, preferably in a northern context.
